About our department

Our Finance Department plays a vital role in supporting operational effectiveness through robust financial management and strategic insight. We are a dynamic team providing comprehensive financial services across the organisation and across the wider national Police Force footprint with our partners. Our core activities encompass:

Management Accounting
•    Delivering accurate management reports, budgeting, and performance analysis to empower informed decision-making across business units.

Strategic Finance Business Partnering 
•    Offering strategic financial direction, assurance, and challenge to support long-term planning and decision-making.

Financial Accounting 
•    Ensuring the integrity of general and technical accounting functions, and delivering high-quality statutory and regulatory reporting.

Payroll, Pensions & Systems 
•    Managing the end-to-end processes for payroll and pensions, alongside maintaining and developing our core financial systems.

Meet the team

Rebecca Siyolwe

Head of Corporate Finance

I joined South Yorkshire Police in October 2022 as the Deputy Chief Finance Officer with the responsibility to implement and embed change to enable the Finance function to become more efficient in the delivery of services across the Force and to the wider external partners.

I am a Chartered Management Accountant with over 20 years’ experience in finance leadership, governance, risk management and leading large transformation programmes across both public and private sector. Finance services pro-actively manage the effective and efficient use of public funds to support the delivery of policing services that maintain public safety, build community trust and uphold the rule of the law. This includes providing advice and support to enable Commands and Business units to maximise value for the tax payer.

Like most organisations, South Yorkshire Police is transforming the way we deliver our services and run the business to meet ever more demanding challenges. We have a Medium Term Resource Strategy underpinned by a draft recovery plan to help achieve our mission. The Finance department is very much at the centre of delivering this strategy working collaboratively with all senior leaders across the organisation and our external partners. Therefore, as part of this we are looking for talented individuals who are experienced finance professionals, resilient and driven to achieve change.

Rachel Wilkinson

Financial Accountant

I started with South Yorkshire Police just over a year ago as a finance officer within the corporate finance team. In my short time here I have been exposed to a variety of areas within finance and each day has been different. I have significantly developed my knowledge which has assisted with working towards my ACCA qualification and subsequently resulted in being offered a new challenging role to cover a colleague on secondment. Since my first day I have felt supported and encouraged by my leaders to help develop my career.

Dan Blackwell

Finance Business Partner

I joined SYP’s Corporate Finance Department as an Assistant Financial Accountant, from a background of Private Practice & Pension Accounting, quite a change!   That role required continuous CPD that was supported due to specific annual statutory changes.  Fast forward over the last 20 years, I have had time as the Acting Financial Accountant, then took the leap over to the Operational Management Accounting function where I supported major changes to our HR Function.  This was a catalyst along with the Finance Business Partner training & development, provided by SYP, that led to a promotion 6 years ago to become a Finance Business Partner. 

I personally enjoy working for SYP for a number of reasons, to name a few; there are many amazing colleagues across the Force, experts in their field, which helps in producing my financial input to tell the story which assists decision making; the varied work that comes my way due to working for a Police Force & the hybrid and flexible arrangements available.  On top of those are the parts probably taken for granted!  Such as parking available, modern office space, IT equipment to support delivery of my role & many employee benefits of working for SYP (pension, generous annual leave, blue light card membership, sports & social club, etc).

I have worked for South Yorkshire Police for 28 years.  During this period I have embraced every opportunity and performed several different roles in Corporate Finance.
The best things about working for SYP is the people, in particular “Team Finance”.  The force provides a safe working environment for everyone.
 

Malcolme Jones

Exchequer Supervisor

I joined South Yorkshire Police back in 1997, working within the catering department. An opportunity became available to move roles and department, and I started a new challenge within finance. This gave me the chance for personal and professional development, starting as a finance clerk and progressing to the credit controller role. In 2000, a challenging secondment opportunity was offered to undertake the exchequer supervisor role. It has been a positive move forward in my career and has allowed me to develop further skills within an environment which is exciting, challenging and satisfying.
